Denied: A request for access to a non-public area of the Pennsylvania Department of Transportation's electronic document management system.
The Office of Open Records noted that the request was not for specific records, but for access to the system, and ruled that the law does not require PennDOT to make its records publicly accessible through electronic means, as long as the records are available in another way.
