The county had denied the request for emails, citing provisions exempting "internal, predecisional deliberations" and attorney-client privilege.
The county had also denied a request for a list of all email addresses ending in @lswib.org, stating that those records are not under the control of the county.
The Office of Open Records granted access to the emails, ruling that the county did not prove they were either exempt or subject to attorney/client privilege. But the OOR denied access to the list of LSWIB email addresses, agreeing with the county's statement that it was a separate entity from the LSWIB, and therefore did not control the email list.
