Granted: A request for delinquent tax information for a single property from the Bradford County Tax Claim Bureau, without the need to purchase a tax lien certification for $5.
The request was submitted with a check for 25 cents to pay for a single-page copy. The tax bureau did not deny the request, but said if the requester wanted delinquent tax information, he would have to pay $5 for a certificate, as per the Pa. Real Estate Tax Sale Law.
The Office of Open Records ruled that the requester did not ask for a certified copy, and that the RETSL's establishment of the $5 fee for a certified copy did not preclude someone from requesting an uncertified copy under the Right to Know Law and paying the established per copy fee.
