Dismissed: A premature appeal over a request for records from the Pennsylvania Insurance Department for records involving payments made into the CAT Fund for five vehicles.
The requester also requested from the department's open records officer the billing amount needed for him to pay any outstanding balance.
The department provided the records relating to one of the vehicles on March 3. The requester filed a premature appeal to the Office of Open Records on March 5, apparently believing this was the department's complete response. On March 9, the department provided the payment records on the remaining four vehicles from a microfiche printout.
The department's open records officer advised the requester that he did not issue invoices, and provided the requester with the relevant contact information for making payments.
The Office of Open Records noted that the information requested was available and should have been obtained without using the Right to Know Law process. Regardless, it said, the department responded in a timely manner.
