Granted: A union's request for certified payroll records of a third-party contractor, including names, addresses and tax exemption status. The school district had provided the records but had redacted that information, plus Social Security numbers.
The school district raised two exemptions in the new law, and attempted to cite the U.S. and Pennsylvania Constitutions to support redaction of personal information.
The Office of Open Records noted that it has already issued three Final Determinations that address all of the arguments raised by the school district. (Green vs. Quakertown Community School District addressed names, Green vs. Bethlehem Area School District dealt with home addresses, and Green vs. Pocono Mountain School District dealt with name, addresses and tax exemptions.)
The OOR did not that Social Security numbers are specifically protected from release, and were properly redacted. But it noted that the school district did not have a valid legal basis for redacting the names, addresses or tax exemption status for the records.
