Denied: A public employee's request for his own personnel records.
The Office of Open Records upheld the Pennsylvania Department of Education's denial of a man's request for his own employment records. The PDE cited a provision in the law that exempts personnel records from disclosure.
"The RTKL is not the proper vehicle for gaining access to employment records as they are exempt from disclosure with no exception for an employee seeking access to his own records," the Office of Open Records ruled.
