Denied: A request to the Philadelphia Prison System for records of an attorney's visits with an inmate in 1989. The agency denied the request, stating that that the records do not exist.
In its response to the requester, the city noted that the prison system does not have information of the type sought for any years before 1991.
The PPS provided a sworn affidavit of non-existence, which the Office of Open Records accepted as proof that the agency had met its burden of response under the Right to Know Act.
